University Council and Senate Elect New Vice Presidents

Whereas the President of TU Dortmund University is elected for eight years, the term of office of the Vice Presidents is only six years under the university’s constitution. Consequently, the term of the four Vice Presidents who took up office alongside Professor Manfred Bayer in 2020 ends on 31 August of this year. In assembling his team for the remaining two years of his current term, President Manfred Bayer opted for a combination of experienced and new members of the Rectorate, and for a smaller team: from now on there will once again be only four Vice Presidents, rather than the five most recently in office. The International Affairs and Diversity portfolios are to be merged.
Planned Distribution of Portfolios
The University Elective Assembly, composed of the University Council and the Senate, elected the three Vice Presidents by a large majority. Although the election is not tied to a specific portfolio, the planned allocation of responsibilities was already announced at the meeting: Professor Gerhard Schembecker will continue to be responsible for Finance. Professor Sabine Hornberg will take over the portfolios of Academic Affairs and Teaching as the new Vice President, while Professor Maximiliane Wilkesmann will unite the hitherto separate portfolios of Diversity and International Affairs. Professor Petra Wiederkehr, who has been Vice President Diversity since 2023, will change portfolios and devote herself to Research and Academic Careers. Having been closely involved in the application of the Ruhr Innovation Lab for the Excellence Strategy funding program, she will ensure continuity with regard to the close research cooperation with Ruhr University Bochum.
As chairperson of the University Elective Assembly, Senate Chair Professor Lorenz Schwachhöfer was the first to congratulate the newly elected members of the Rectorate: “I wish you great success in your new roles and look forward to our exchange in the university’s governing bodies.” The Chair of the University Council, Professor Johanna Weber, described the nomination process: “The President holds the right to nominate his team. A diversity of disciplinary cultures is as beneficial as a shared understanding of the university’s lines of development. Professor Manfred Bayer has shown a good instinct for the right mix, as the broad majority in today’s election demonstrates.” The President in turn took the opportunity to thank the three outgoing Vice Presidents for their commitment: “Work in the Rectorate demands not only a great deal of time, but at times a great deal of skill in mediation and facilitation as well. I thank my colleagues for all the effort they have invested for the good of the university, and wish them much joy in being able to devote themselves once more to their own research and teaching projects. I am confident that we will be able to continue the successful work with the new team.”
The Elected Vice Presidents

Professor Sabine Hornberg, born 1961, is designated to take over the Academic Affairs portfolio. She joined TU Dortmund University in 2012 as Professor of School Pedagogy from the University of Bayreuth. Previously she held positions at various universities, including as project director of the “Progress in International Reading Literacy Study” (PIRLS, German abbreviation IGLU) in 2006. Her research focuses include heterogeneity in the school system, the pedagogy of migration, and international school models. Within the Department of Educational Sciences and Psychology, she has accumulated extensive experience in leadership roles: from 2017, she served as Dean of Studies, and in 2020 she took over as Dean.

Professor Maximiliane Wilkesmann, born 1975, is designated to take over the Diversity and International Affairs portfolios. In 2019 she secured a Heisenberg Professorship on the “Sociology of Work and Organizations” from the German Research Foundation (DFG). Prior to this she was a junior professor at TU Dortmund University. Her empirical research addresses, among other topics, new forms of work and employment, and knowledge transfer. In this context she taught as a visiting lecturer at Hong Kong Polytechnic University for several years. Since 2024, she has been a member of the newly founded “Working Group on the Abuse of Power” at TU Dortmund University. As a Scientific Board Member of the College for Social Sciences and Humanities, she builds international networks for the University Alliance Ruhr.

Professor Gerhard Schembecker, born 1963, is to continue his work in the Finance portfolio. He has held the chair of the Laboratory of Plant and Process Design in the Department of Biochemical and Chemical Engineering since 2005. He has been a member of the Rectorate since 2020 and has now been re-elected as Vice President for a second term. Over the past six years, he has further developed TU Dortmund University’s criteria-based, needs-oriented budgeting system. As chairperson of the Research Transfer Advisory Board of the Center for Entrepreneurship and Transfer, he is also committed to fostering a culture of start-ups and spin-offs at TU Dortmund University and across the University Alliance Ruhr (UA Ruhr).
About the Elective Procedure
The University Elective Assembly is composed of the University Council and the Senate. Members of the Rectorate must achieve an absolute majority in each of the two bodies. In tallying the votes, the votes of members must moreover be weighted in accordance with the Higher Education Act, such that the University Council and the Senate carry equal weight and, within the Senate, the academic teaching staff hold the majority. At TU Dortmund University, of the 62 votes in total, 31 are therefore allocated to the University Council, 16 to the group of academic teaching staff, and 15 to the other three status groups.
